The Village Hall Committee were investigating the possibility of a licence at the request of a villager. Due to unexpected protests they have now withdrawn the request and no further action will be taken as it has never been the intention to obtain such a licence at the cost of public funds. Prompted by the wish of a village resident for their daughter to be married at the Village Hall, the committee is currently investigating the possibility of obtaining a licence for the marriage ceremony itself.
• An initial inspection (only last Thursday 10th March) has established that the premises would be considered suitable and further checks and formal applications can now take place.
• A condition of granting the licence for this proposed event is that the venue would continue to be available. However, the licence will only be for three years, after which a decision to re-apply would only be made if it was agreed that it was appropriate for the village.
• Because a licence for a single event is not permitted, the application has to be based on allowing a small number of events, three or four for example, but in practice it is felt that more than two a year would be most unlikely.
• The Registrar's Department also supports only a small number of events at this venue due to limits on their own resources, and obviously regular village events would take precedence.
• Any advertising would be at a minimum necessary to comply, and would target small events, stressing, among other things, the limited parking available on site, to prevent inconvenience to the village.
• As we provide no ancillary services we would expect future usage, if any, to be by local people wishing to hold a low key informal reception following a civil ceremony.
• Lettings would be refused for at least any of the following reasons:
Previous or anticipated village bookings.
Unsuitability of the venue, in our judgement.
Our inability to provide the legally required support,
e.g. our official attendance, before and during the ceremony.
• There is also a safe guard that if difficulties occur the licensing authorities have the power to revoke the licence at any time, with limited rights of appeal.
• Additional income is not the reason for this application, but the need to provide the widest facilities for the village residents and their contacts.
Be assured that the interests of the village are a priority, and as tight a control as possible would be applied to these events.
